About Kelly
I strongly believe the region needs a fresh approach to development. We need to encourage a new and innovative product and the clients I want to work with are looking to deliver this product.
A successful project starts with no-nonsense, accurate advice, enthusiasm, passion, and advocacy.
I have a passion for travel and when providing advice I like to reflect on what makes a city and the regions great. I draw inspiration from places that make you want to stay forever or come back time and again.
I believe integrity is paramount and I know that to be successful in the development market, you must build trust with the community and give back at every opportunity.
I want to contribute to creating a city that gives our children a (modern-day) version of the childhood I enjoyed growing up in Cairns. A city that will keep pace as an exciting and vibrant place to live, study, work and raise a family.
Qualifications
Bachelor of Law (Hons) - QUT
Bachelor of Applied Science (Major Med Biotech) with Distinctions - QUT
Graduate Diploma in Legal Practice - ANU
Experience
15 years experience in the property, planning & environment industry that includes 10 years as the Director of Planning at Cairns Regional Council.
Qualified planning and property lawyer with extensive experience in property and development services with a comprehensive understanding of the machinations of Government.
Extensive Development Application and Approvals Management experience
Commercial, retail, and community property management and leasing experience.

Provided advice and direction and lead Cairns Regional Council team through major planning decisions including;

Mt Peter Residential Development
GA Group Hotels
Preparation and implementation of significant Regional Policy including the Region’s Planning Scheme, Infrastructure Plan, Local Laws, and the City Centre Master Plan.
Advised Cairns Regional Council and provided direction on several significant planning appeals and enforcement actions including major shopping centre appeals.
